Personality: Tinsin is a hard nut to crack. He is rather robotic in expression and rather apathetic to those around him. You would be hard pressed to make him smile, the man more likely to be confused by your actions than amused. He is naive to understand people's intentions, and most likely will respond with a blank expression and simple reply. Despite his demeanor, he isn't unhappy. He is like a new program that needs more coding, coding that can be produced by more interactions with the living, rather than technology.
History: Tinsin hails from a very cramp and overpopulated city. Normally the polluted and close conditions would be unappealing, but to the Rustow's nuclear family of three, it was ideal. Instead of looking up to clear blue skies, one would see various, wonderfully electrically charged power lines. Glorious. The various power plants and electric filled air made the city a true haven for the three members. Though the environment was preferable, those who inhabited it were not. He was a recluse, preferring to stay in the tight confines of his room behind a computer, rather than outside with the general public. In his dark room he would take apart electronics, most of which had short circuited on his account, and repair them for fun. His parents who were always away at their 9-5 jobs were unaware that their son skipped school often, instead focusing his time on his hobbies, which also included hacking mainframes. He wasn't very good, and could only prey on small, less secure websites. Like his school's.
Adjusting his grades that had degraded due to his constant absence, he was easily caught when numbers didn't match up. He was kicked from the educational establishment, much to his parents' surprise. Obviously angered with their juvenile delinquent, he was sent to a trade school where he learned the only thing interesting they offered: the electricity industry. Not only was he now forced to go to school, but to be sure he occupied his time with more productive things than hacking, he was placed in an extra curricular activity. His parents were lenient, however, the boy taught on a classical piano, but allowed to practice on an electronic one, instead (more importantly, it was space convenient for their small home).
But bad habits die hard. To make some extra cash, the boy acted as a freelance hacker for desperate people who were willing to break the law to satisfy their curiosity. Worried about your girlfriend writing to another man? Tinsin will hack into her email, and even find those emails she tried to hide and delete. Wondering if your coworkers make more money than you? Tinsin will hack into this classified information via your work computer, all for a 'small' fee. It was easy money, and even better, more than pocket change. After buying whatever new technology he desired, he still had enough money to look responsible enough to get a loan. After graduating trade school with a useful degree, he was able to have realistic ideals of his own company. He was too antisocial to work for others, after all.
But this city was already controlled by various electric companies, all fighting for a monopoly on the population. He wouldn't be able to compete...He needed a rural area without much competition. After a quick search via the computer he found...what appeared to be 'underdeveloped' in his eyes. Not exactly desirable...but he didn't want to live in his parents' home forever. And his small time hacking was going suspiciously well...all good things must come to an end, and he was sure in time, he would be caught. So to avoid potential jail time, and start a career of his own, the magnemite did something he would likely find regrettable when he got there...move to Raccolto.

* The electrical plant he uses is 'green' in that it produces electric in clean consideration of its surrounding environment. It sits off the bank of a river, a water wheel spinning with the current of the river in able to turn the turbines within to generate power. This works in addition to solar panels that absorb the planet's most bountiful renewable resource, sunlight. Because the panels might not gather enough energy due to weather conditions or shorter days in the colder months, the water wheel helps provide a sort of balance. If one were to visit the small store-front of the power plant, one could buy energy saving light bulbs. As the shop and plant expands due to electrical demands, the shop will offer solar panels installations on customer's personal homes and shops, though they come at a high price.
